"Public Health In the 1980's - Opportunity or Demise ?"

The Canadian Public Health Association and the Ontario Pub- lic Health Association extend a warm invitation to all Association members and the general public to attend the 7 1st CPHA Annual Conference to be held in Canada's capital, the beautiful city of Ottawa, at the Skyline Hotel, June 23-26, 1980.

The theme of the 1980 Conference is "Public Health in the 1980's - Opportunity or Demise?" There are many questions today as to the place and function of public health in the years ahead. Public health workers have an unusual opportunity to take leadership, but they must have clear goals, relevant knowledge and skills, and effective methods of implementation. The alternative can only be a slow decline and demise.

This year's conference will provide an opportunity for health professionals from health units, universities, hospitals, departments of health and the private sector to meet and face this chal- lenge for the '80s.

The conference theme will be developed under the broad areas of:

1. The Management of Science for a Healthier Community 2. Creating Innovation in a Time of Resource Constraints 3. Planning for the Community's Health 4. Accountability for Health The opening Plenary Session on Tuesday, June 24 will be on the

Management of Science for a Healthier Community, with Dr. Jean Rochon, Dean of Medicine, Laval University, Quebec, as the keynote speaker. This will be followed by the continuation of Plenary Session I in the afternoon, with the theme being developed along three lines featuring Dr. Carol Buck, Professor, Department of Epidemiology and Preventive Medicine, University of Western Ontario on Epidemiology and Related Sciences; Dr. Robert Evans, Department of Economics, University of British Columbia, on Economics and Behavioral Sciences; and Mr. Sandy Keir, Head, Fitness and Amateur Sport Branch, Department of Secre- tary of State on Information Communication Utilization.

On Wednesday, June 25, the morning has been allocated to the Association's five Divisions and affiliated Societies / Association to present their scientific programs and to hold business meetings. Planning for the morning scientific sessions is well advanced. Divisional meetings will feature such speakers as the Honorable Marion Dewar, Mayor of Ottawa, presenting a paper on " Boat People - A Public Health Opportunity for the Eighties Dr. Fred Kummerow, Professor of Food Chemistry, University of Illinois and Director of the Burnsides Research Laboratory and the Har- lan E. Moore Heart Research Foundation and Dr. J. Alick Little, F.R.C.P., Director of Metabolism Research, Coordination and Staff, St. Michael's Hospital, Director of Lipid Clinics at the University of Toronto and McMaster University, Professor of Medicine, University of Toronto. These two speakers will present

papers on different aspects of Dietary Factors Affecting Cardio- vascular Disease.

The Canadian Association for Clinical Microbiology and Infec- tious Diseases (formerly the CPHA Laboratory Division), affiliated with CPHA, will review the topic of Viral Hepatitis , which will include presentations from Dr. M. Chernesky, Department of Virology Laboratory, McMaster University, Dr. F. Bishai, Pro- vincial Public Health Laboratory, Ontario, and Dr. Leslie Spence, Department of Medical Microbiology, University of Toronto, on Hepatitis A, Hepatitis B, and Non A, Non B Hepatitis respectively. The Impact of Congenital Cytomegalovirus Infection on an Urban Canadian Population will be examined by Dr. Chernesky, Dr. S. Saigal, Department of Paediatrics, McMaster University, and Dr. B. Larke, Department of Paediatrics, University of Alberta. Addi- tional presentations will be made by Drs. Middleton and Petric, Department of Virology, Hospital for Sick Children, on Chlamy- diae - Clinical Comparison of Disease and Biological Character- istics. Dr. Middleton will also provide delegates with an Update on Rubella Immunization.

On Wednesday afternoon, Plenary Session II will feature Dr. H. Ian Macdonald, President of York University and former Deputy Minister of the Ontario Treasury Board and then Department of Intergovernmental Affairs, speaking on Creating Innovation in a v Time of Resource Constraints. The later part of Wednesday afternoon will involve approximately 21 individual presentations of selected scientific papers submitted to the Scientific Program Committee in response to the Call for Abstracts.

On Thursday, June 26, the final day of the conference, Plenary Session III will be a case-study presentation on Planning for the Community's Health by the Ottawa-Carleton Regional District Health Council based on their planning model. The presentation will be made by Mr. Alan P. Warren, Executive Director of the Council and will be critiqued by Dr. Sidney Lee, Associate Dean, Community Medicine and Professor of Social Medicine, McGill University. The remainder of the morning will provide delegates with an opportunity to attend the sessions of their choice from among seven streams involving approximately 2 1 scientific papers.

Thursday afternoon, Plenary Session IV will be a presentation on the topic of Accountability for Health by Professor Maureen Dixon, Department of Health Administration, Community Health, Faculty of Medicine, University of Toronto.

The closing comments will be delivered by the Chairman of the Scientific Program Committee, Dr. John Hastings, Associate Dean, Community Health, Faculty of Medicine, University of Toronto.

These are few of the highlights of the 1980 Annual Conference. Conference brochures are being prepared and will be mailed to all members and will be available to the general public.

LA SANTÉ PUBLIQUE DANS LES ANNÉES 80

L'Association canadienne d'Hygiène publique et l'Association de Santé publique de l'Ontario invitent chaleureusement tous les membres de l'Association et le public en général à assister à la 7 lè conférence annuelle de l'ACHP qui aura lieu dans la capitale du Canada, la belle ville d'Ottawa; elle se tiendra à l'hôtel Skyline du 23 au 26 juin 1980.

Le thème de la conférence est "la Santé publique dans les année '80 - renouveau ou destitution?". Un nombre considérable de questions se posent de nos jours quant à la place et au rôle de la santé publique dans les années à venir. Les travailleurs de la santé publique ont une chance exceptionnelle de mener le bal mais ils doivent avoir des objectifs précis, les connaissances et les aptitudes pertinentes et disposer de méthodes efficaces pour les mettrent en oeuvre. Sinon, c'est le lent déclin et la disparition ultime.

La conférence, cette année, offrira l'occasion aux professionnels de la santé - unités sanitaires, universités, hôpitaux, ministère de la santé et le secteur privé - de se rencontrer et d'envisager en commun comment faire pour relever le défi des années '80.

Le thème de la conférence se décomposera comme suit: 1. La gestion de la science à la mesure d'une collectivité en

meilleure santé. 2. L'art de susciter des innovations à l'époque de restrictions

budgétaires. 3. La planification de la Santé communautaire. 4. La responsabilité de la santé. La Session plénière d'ouverture, le mardi 24 juin, portera sur la

Gestion de la Science à la mesure ďune collectivité en meilleure santé et c'est le Dr Jean Rochon, doyen de la Faculté de Médecine de l'Université Laval à Québec qui sera le conférencier principal. L'après-midi, la Session plénière I se poursuivra et le thème sera repris sous trois rubriques, avec le Dr Carol Buck, professeur au département d'épidémiologie et de médecine préventive à l'Univer- sité Western Ontario qui évoquera Y Epidémiologie et les Sciences connexes, le Dr Robert Evans, du département de science écono- mique de l'Université de Colombie britannique sur Y Economie et les sciences du comportement et, enfin, M. Sandy Keir, chef de la direction de la santé et du sport amateur sur l'utilisation de la communication d'information.

Le mercredi 25 juin, la matinée a été allouée aux cinq divisions de l'Association et aux sociétés/ associations affiliées pour présenter leurs programmes scientifiques et avoir leurs réunions d'affaires. La planification des sessions scientifiques de la matinée est déjà bien amorcée. La réunion de la division de Promotion de la Salu- brité accueillera des conférenciers aussi notoires que Son Honneur Marion Dewar, Maire d'Ottawa, qui donnera une communication sur "les réfugiés de la mer - une possibilité exceptionnelle pour la santé publique dans les années '80: le Dr Fred Kummerow professeur de chimie alimentaire à l'Université d'Illinois et directeur du laboratoire de recherches Burnsides et de la Fondation de Recher- ches sur le Coeur Harlan E. Moore, ainsi que le Dr J. Alick Little, F.R.C. P., directeur de recherches sur le métabolisme, ainsi que de la coordination et le personnel à l'hôpital St. Michaels, directeur de la clinique sur les lipides aux universités de Toronto et de McMaster

et professeur de médecine à l'Université de Toronto. Ces deux conférenciers présenteront des textes sur différents aspects des facteurs diététiques affectant les maladies cardio-vasculaires.

L'Association canadienne de microbiologie clinique et des maladies infectieuses (anciennement connue sous le nom de division des laboratoires de l'ACHP), affiliée à l'ACHP, étudiera le thème de l'Hépatite virale , avec des communications du Dr M. Cher- nesky, du département des laboratoires provinciaux de santé publique, en Ontario, et le Dr Leslie Spence, du département de microbiologie médicale de l'Université de Toronto, sur Y hépatite A, l'hépatite B et Yhépatite non A, non B, respectivement. Le Dr Chernesky, le Dr S. Saigal, du département de pédiatrie à l'Univer- sité McMaster et le Dr B. Larke, du département de pédiatrie de l'Université d'Alberta examineront le thème de Y impact d'une infection par cytomégalovirus congénital sur une population urbaine canadienne. Dautres communications seront présentées par les Drs Middleton et Pétrie du département de virologie à l'hôpital pour enfants malades, sur la Chlamydie - comparaison clinique de la maladie et de ses char act éristiques biologiques. Le Dr Middleton fournira également aux délégués une Mise à jour sur l'Immunisation contre la Rubéole.

Le mercredi après-midi, la Session plénière II accueillera le Dr H. lan Macdonald, Président de l'Université York et ancien sous- ministre du Conseil du Trésor Ontarien et puis du ministère des Affaires inter-gouvernementales, qui parlera de l'art de susciter des innovations à une époque de restrictions budgétaires. La fin de l'après-midi du mercredi donnera lieu à approximativement 21 communications individuelles de textes scientifiques dont les thèmes ont été suggérés au comité du programme scientifique à la suite de la demande de résumés que celui-ci avait publié.

Le 26 juin, jeudi, dernier jour de la conférence, la Session Plénière III donnera lieu à la présentation d'études de cas sur la Planification de la Santé communautaire par le Conseil de Santé de district pour la Région d'Ottawa-Carleton sur la base de leur propre modèle de planification. La présentation sera faite par M. Alan P. Warren, directeur exécutif du Conseil et elle sera com- mentée par le Dr Sidney Lee, doyen suppléant de Médecine communautaire et professeur de médecine sociale à l'Université McGill. Pour le reste de la matinée, les délégués auront la possi- bilité de participer aux sessions de leur choix sur une gamme de sept thèmes et de 21 communications scientifiques.

Le jeudi après-midi, la Session plénière IV sera l'occasion d'une présentation sur le thème de la Responsabilité de la Santé par le Professeur Maureen Dixon, du département d'administration de la santé et de santé communautaire à la faculté de médecine à l'Université de Toronto.

Les commentaires de clôture seront livrés par le président du comité du programme scientifique, le Dr John Hastings, doyen suppléant de santé communautaire à la faculté de médecine de l'Université de Toronto.
