What is the HSPA (1)

• Created in January 30th 2008 (MOH decision No 26, January 30th , 2008)

• Purpose : Efficient management of external partners and donors resources for health programs

• Missions:– Administrative and financial management– Procurement and contracts management– Monitoring and Evaluation (M&E )

• Governance:– HSPA is under the supervision of MOH Finance Director– Monthly coordination meeting : HSPA ,Health General

Director, Financial Director, MOH Cooperative Agreement Director and CDC

– Monthly Programmatic and Financial coordination meeting with MOH other directions and programs: PNPEC ( National HIV Treatment and Care Program),PNLT( National Tuberculosis Program),DIPE( Direction of Information Planning and Evaluation) etc…

• Human Ressources: Total of 11 staff on board ((1 Chief of Management Unit, 1 Procurement Manager ,1 Procurement Assistant, 1 Chief Accoutant, 2 Accountants, 1 Secretary/assistant , 2 M&E , 2 drivers )

• Prevision: We are hoping to hire an internal audit manager and 1 Financial Manager, 2 Technical Program Officers in 2011

Future plans

• Extend the scope the HSPA to include:– Resources mobilization , – MOH Internal control and audit for other

donors funding, – Comprehensive services ( finances and

programmatic issues as well as monitoring)

• Strengthen Governance – Establish a Board of Directors of the “Directory

committee” including Ministry of Finance and others donors

– Establish an audit Committee

• The partnership has already started

– “Data Clerk project” EGPFAF funded: ( from 25 to 75 staff)• DIPE as technical entry point• HSPA in charge of finance and

administrative issues– “Data Clerk project”: Negotiation with ICAP

still in progress (64 staff)• Regional and Districts level

– HSPA will assist in easing the funds channeling process to the health districts and ensure a clear monitoring of these funds in collaboration with the partners
