Un stand MED-3R s’est tenu au Village des Partenaires des Jeux de la Francophonie qui a eu lieu à la place Masséna de Nice du 7 au 15 septembre 2013. Ce stand a promu le projet MED-3R et a servi à sensibiliser des acteurs clés méditerranéens et internationaux. Il a également permis de créer des liens de contacts avec des pays francophones participants sachant que cinq villes méditerranéennes éligibles au Programme IEVP devront s’intégrer au projet dans le courant de l’année 2014.

A MED-3R stand was held at the « Village des Partenaires des Jeux de la Francophonie » that took place at the Massena square in Nice from 7 to 15 September 2013. This stand promoted the project MED-3R and served to raise awareness of Mediterranean and international key players. It also allowed the creation of contacts with the participating francophone countries, knowing that five Mediterranean cities eligible to the ENPI Programme should integrate the project during the year 2014.

Dans le cadre des initiatives entreprises par l’Autorité de Gestion Commune du Programme IEVP CT MED à la demande de leurs Chefs de Délégation, des séminaires techniques de gestion de projets se sont tenus à Beyrouth-Liban le 24 Octobre 2013, à Tunis-Tunisie le 28 et le 29 Janvier 2014 et à Amman-Jordanie le 3 et le 4 Février 2014. Ces séminaires ont eu pour but de soutenir les Pays Partenaires Méditerranéens dans la gestion financière quotidienne de leurs projets et la recherche de solutions adaptées pour une mise en œuvre harmonieuse des activités et une augmentation des taux de dépenses. Les Pays Partenaires Méditerranéens du projet MED-3R ont participé à ces séminaires qui ont fait partie d’une série d’évènements ayant commencés au Liban et en Egypte en 2013, puis en Tunisie en Janvier 2014 pour se terminer en Jordanie, Israël et la Palestine en février 2014.

As part of the initiatives undertaken by the Joint Managing Authority of the ENPI CBC MED Programme upon request of their Heads of Delegation, technical seminars on projects management were held in Beirut-Lebanon on the 24th of October 2013, in Tunis-Tunisia on the 28th and the 29th of January 2014 and in Amman on the 3rd and the 4th of February 2014. These seminars aimed to help the Mediterranean Partner Countries in the day-to-day financial management of their projects and seek appropriate solutions for a smooth activities implementation and an increase in expense ratio. The Mediterranean Partner Countries of the project MED-3R participated to these seminars that are one of many events that started in Lebanon and Egypt in 2013, then Tunisia in January 2014 and ended in Jordan, Israel and Palestine in February 2014.

Depuis le lancement du projet MED-3R en 2013, les équipes bénéficiaires et partenaires ont participé à différents séminaires, réunions et ateliers de travail, à commencer par :

Le Séminaire à l’Intention des Bénéficiaires, organisé par l’Autorité de Gestion Commune du Programme IEVP CT MED à Rome le 22 et 23 avril 2013, au sujet des obligations en matière de déclaration, de suivi de gestion financière et d’activité de communication,

la « 4ème Journée Internationale – Innovations Sociétales et Financières, Entrepreneuriat et Gouvernance Territoriale autour de la Méditerranée », organisé par l’IPAG (Ecole Supérieure de Commerce) à Nice, France, le 5 juillet 2013,

l’atelier « Déchets » lors des « 14èmes Assises Jeunes et Méditerranée », organisé par le Réseau Euro-méditerranéen (Centre de Découverte du Monde Marin) au Parc Phoenix à Nice, France, le 26 septembre 2013.

Since the launching of the MED-3R project, beneficiary and partner teams attended different seminars, meetings and workshops, starting with:

the Lead Partner Seminar, organized by the Joint Managing Authority of the ENPI CBC MED Programme in Rome on the 22nd and 23rd of April 2013, concerning the reporting obligations, monitoring, financial management and communication activities,

the “4th International Research Meeting – Societal and Financial Innovations, Entrepreneurship and Territorial Governance in the Mediterranean”, organized by the IPAG (Business School) in Nice, on the 5th of July, 2013,

the workshop “Waste” during the “14th Assizes Youth and Mediterranean”, organized by the Euro-Mediterranean Network (Discovery Centre of the Marine World) at the Phoenix Park in Nice, France on the 26th of December, 2013,

the meeting with the French beneficiaries and partners of the projects, organized by the national coordination of the Mediterranean Sea basin programme that was held at the prefecture of the Provence Alpes Cote d’Azur region on the 18th of October, 2013, for over viewing the projects progress and the programming 2014-2020,

the ENPI CBC MED Capitalization event on the “Environmental challenges” cluster that was held in Amman–Jordan on the 29th of October, 2013,

the Networking event of ENPI projects, organized by the ASCAME within the framework of the strategic project GMI and the “Mediterranean Week of Economic Leaders” that was held in Barcelona-Spain on the 22nd of November, 2013, for the capture of synergies and the creation of a Euro-Mediterranean network,

and the regional training entitled "Country strategies to move from low levels of recycling to 50 %" organized by the ACR+ to train waste experts from the South of the Mediterranean, in Athens-Greece from the 3rd to the 5th of December, 2013.

Dans le cadre du thème « valorisation et traitement des déchets des îles », la ville de Hyères-les-Palmiers (France) opératrice et coordinatrice de cette action a organisé le 10 et le 11 décembre 2013, des visites techniques de son site pilote sur l’île de Porquerolles. Ces visites ont eu pour objectifs d’assurer une dimension démonstratrice significative, un impact en termes de visibilité, une sensibilisation des acteurs clés de la gestion des déchets ainsi qu’une dissémination et une capitalisation des pratiques. Une réunion de suivi du projet et des ateliers de travail se sont également tenus à cette occasion.

Within the framework of the topic “Recovery and treatment of the islands waste “, the city of Hyères-les-Palmiers (France) operator and coordinator of this action, organized technical visits of its pilot project on the island of Porquerolles. These visits aimed to ensure an important demonstrating dimension, an impact in terms of visibility, awareness among key actors in waste management as well as dissemination and capitalisation practices. A project monitoring meeting and workshops were also held on this occasion.

Dans un pays où plus de 60% des déchets produits correspondent à des matières organiques fermentiscibles, le compostage constitue un enjeux sociétaire majeur : il représente une véritable ressource de valorisation et une solution respectueuse de l’environnement. C’est autour de ce sujet que l’ensemble du partenariat MED-3R comprenant experts et techniciens du pourtour méditérranéen se sont réunis entre le 18 et le 20 Février 2014 à Tunis, Sousse et Sfax. Cet évènement a été organisé par l’ANGed et les Municipalités de Sousse et de Sfax et a intégré :

- la deuxième réunion du Comité de Suivi - la réunion d’Information Territoriale - des visites techniques et des démonstrations de sites pilotes des villes de Sousse et de Sfax - la réunion Plateforme Stratégique - des formations et des ateliers de travail

In a country where more than 60% of produced waste corresponds to fermentable organic matter, composting becomes a major societal issue as it represents a real recovery resource and an environmental friendly solution. It is in this context that the entire MED-3R partnership comprising experts and technicians from the Mediterranean, met between the 18th and 20th of February 2014 in Tunis, Sousse and Sfax. This event was organized by the Tunisian National Agency for Waste Management (ANGed) and the Municipalities of Sousse and Sfax and included:

- the second Monitoring Committee meeting - the meeting for Territorial Information - technical visits and Pilot Sites demonstrations in Sousse and Sfax - the meeting for the Strategic Platform - trainings and workshops

Le projet MED-3R est mis en œuvre dans le cadre du Programme IEVP CT Bassin Méditerranée (www.enpicbcmed.eu). Son budget total est de 4 787 062,00 € et est financé, pour un montant de 4 308 355,80 €, par l'Union européenne à travers l’Instrument Européen de Voisinage et de Partenariat. Le Programme IEVP CT Med vise à renforcer la coopération entre l'Union européenne et les pays partenaires des régions placées le long des rives de la Méditerranée.

The project MED-3R is implemented under the ENPI CBC Mediterranean Sea Basin Programme (www.enpicbcmed.eu). Its total budget is 4 787 062,00 € and it is financed for an amount of 4 308 355,80 €, by the European Union through the European Neighbourhood and Partnership Instrument. The ENPI CBC Med Programme aims at reinforcing cooperation between the European Union and partner countries regions placed along the shores of the Mediterranean Sea.

Le Programme IEVP CT Bassin Méditerranéen 2007-2013 est une initiative de coopération transfrontalière multilatérale financée par l’Instrument Européen de Voisinage et de Partenariat (IEVP). L'objectif du Programme est de promouvoir un processus de coopération durable et harmonieuse au niveau du bassin méditerranéen en traitant les défis communs et en valorisant ses potentialités endogènes. Il finance des projets de coopération en tant que contribution au développement économique, social, environnemental et culturel de la région méditerranéenne. Les 14 pays suivants participent au Programme: Chypre, Egypte, France, Grèce, Israël, Italie, Jordanie, Liban, Malte, Autorité palestinienne, le Portugal, l'Espagne, la Syrie, la Tunisie. L'Autorité de Gestion Commune (AGC) est la Région Autonome de Sardaigne (Italie). Les langues officielles du Programme sont l'arabe, l’anglais et le français.

The 2007-2013 ENPI CBC Mediterranean Sea Basin Programme is a multilateral Cross-Border Cooperation initiative funded by the European Neighbourhood and Partnership Instrument (ENPI). The Programme objective is to promote the sustainable and harmonious cooperation process at the Mediterranean Basin level by dealing with the common challenges and enhancing its endogenous potential. It finances cooperation projects as a contribution to the economic, social, environmental and cultural development of the Mediterranean region. The following 14 countries participate in the Programme: Cyprus, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, Malta, Palestinian Authority, Portugal, Spain, Syria, Tunisia. The Joint Managing Authority (JMA) is the Autonomous Region of Sardinia (Italy). Official Programme languages are Arabic, English and French.
