La Seine-Saint-Denis change. Notre département estaujourd’hui un des territoires les plus dynamiques d’Île-de-France, ce qui lui permet d’être pour l’instant moinstouché que les autres par la crise. Ce n’est pas unhasard. Dans un environnement extrêmementconcurrentiel, la crise révèle nos atouts : du foncierabordable, la proximité de Paris et de l’aéroport Charles-de-Gaulle, un réseau de transports performant, six pôlesde compétitivité implantés, trois universités, huit écolesd’ingénieurs, une population jeune qui ne demande qu’àentrer dans le monde du travail et des élus mobilisés à100% pour répondre aux demandes des entreprises etdes investisseurs. Grâce à ces caractéristiques, notreattractivité est de plus en plus reconnue.

Preuve de l’implication des collectivités : la création deSeine-Saint-Denis Avenir, l’agence de développementéconomique, opérationnelle depuis le 1er janvier 2009.Bras armé de l’action du Conseil général en matière dedéveloppement économique, elle va constituer une ported’entrée dans le département pour toutes les entreprises.Ella a notamment pour mission de les aider dans leurdémarche d’implantation, de soutenir l’innovation et lacompétitivité et d’améliorer leur visibilité.

La création de cette agence était un engagement de lacampagne électorale de 2008 et je suis fier qu’il ait puêtre mis en œuvre quelques mois seulement après monarrivée à la tête du Conseil général. Avec la jeunesse etla solidarité, le développement économique est une despriorités de l’action du Conseil général. Ledéveloppement économique, dans le cadre d’unengagement écologique fort, c’est la condition pourcréer des emplois et du progrès durable pour tous.

L’agence va permettre à la Seine-Saint-Denis d’amplifierune réelle dynamique de développement. Oui, leschoses changent en Seine-Saint-Denis. A vous de venirdécouvrir cette révolution en marche !

COMING TO SEINE-SAINT-DENIS MEANS CHOOSINGTHE FUTURE

Seine-Saint-Denis is changing. Ours is currently one of themost dynamic territories in the Greater Paris region, andthis has enabled it, for the time being, to be less affectedthan others by the crisis. This is not the result of chance.In an extremely competitive environment, the crisis hasbrought to light our assets: affordable land, a location nearParis and Charles-de-Gaulle Airport, a high-performancetransport system, six competitiveness clusters, threeuniversities, eight engineering schools, a young populationthat asks only to enter the working world and electedofficials fully-mobilised to respond to company andinvestor requirements. Thanks to all of these features, ourattractiveness is being recognised more and more.

Further proving the local authorities’ commitment is thenewly-created economic development agency, Seine-Saint-Denis Avenir, which has been up and running since1 January 2009. Doing on the ground what the GeneralCouncil institutes on paper, in the field of economicdevelopment, it will be an entry point into the region forall companies. One of its main responsibilities will be tohelp them set up operations, support innovation andcompetitiveness, and improve their visibility.

The agency’s creation was one of the promises madeduring the 2008 electoral campaign and I am proud that itwas successfully implemented only a few months after Icame into office, t the head of the General Council. Alongwith youth and solidarity, economic development is one ofthe General Council’s priorities for action. Economicdevelopment, incorporated into a strong ecologicalcommitment, is the condition for creating jobs and lastingprogress for all.

The Agency will make it possible for Seine-Saint-Denis togive a new dimension to what is already a real developmentdynamic. Yes, things are changing in Seine-Saint-Denis.Come see what it’s all about!

Dans un contexte de concurrence de plus en plus viveentre les métropoles européennes pour l'accueil desinvestisseurs et des entreprises, la Seine-Saint-Denis estprésente, au marché mondial de l'immobilier d'entreprise(MIPIM), en mars 2009.Le positionnement et l'intégration de la Seine-Saint-Denis dans la métropole région capitale, a incité leConseil général à regrouper ses deux sociétésd’économie mixte d'aménagement, Sidec et Sodédat93.Séquano Aménagement est le nouveau nom de cet outilpuissant au service du département, des villes, desintercommunalités et au-delà de notre seul espaceterritorial. La ville doit être aménagée sans cesse pourses habitants, aux côtés des collectivités et desinvestisseurs. Nous irons encore plus loin dans lessavoir-faire. Le MIPIM sera pour nous, l’occasion deprésenter Séquano Aménagement.

Le MIPIM nous permet de rencontrer sur un même lieu lescommercialisateurs, développeurs, financiers, aménageurs,collectivités, entités économiques mais égalementarchitectes et urbanistes. In the context of increasing competition betweenEuropean metropolitan areas to accommodate investorsand businesses, Seine-Saint-Denis is proud to beparticipating in MIPIM, the world’s premier real-estatesummit, in March 2009. The positioning and integration of Seine-Saint-Denis inthe Paris-region metropolitan area has prompted theGeneral Council to merge its two semi public urbandevelopment companies, Sidec and Sodédat93, into asingle entity. Imaginer la ville de demain

Sociétés anonymes d’économie mixte (SEM), créées par le département de la Seine-Saint-Denis, la Sodédat93 etla Sidec sont devenues des acteurs incontournables dudéveloppement francilien et de la mise en œuvre despolitiques d’aménagement. Elles se regroupent, sous lenom de Séquano Aménagement, pour devenir plusperformantes.

Nous intervenons dans tous les domaines del’aménagement public et privé : études, constructions,aménagement et renouvellement urbain (ANRU). Lafuture SEM permettra de suivre les projets dans leurintégralité depuis la conception, c’est-à-dire les études,jusqu’à la réalisation. Quelles sont les grandesopérations en cours ? Les Docks de Saint-Ouen, soit100 hectares en bordure de Seine, l’éco-cité Canalde l’Ourcq à Bobigny (20,7 hectares) et plus globalementl’aménagement de la RN3 / Canal de l’Ourcq dédié auxéco-activités, la Tête de Pont à Bezons avec l’arrivée du T2... Ces opérations ont la particularité d’être situéesau bord de l’eau et de susciter une réflexion particulièresur l’aménagement de « la ville fluviale ».

Nos projets mixent activités, logements, équipementspublics, en concertation avec les habitants, ingrédientsnécessaires à la ville durable. Ce faisant, nous sommes enmesure de bâtir des projets à même de mobiliser les éluspour donner une nouvelle image à la Seine-Saint-Denis.Nous souhaitons imaginer la « ville du futur ». Il y atoujours urgence à répondre à la demande sociale delogements, mais dans une réflexion renouvelée sur laqualité urbaine. Il s’agit de défis énormes car la ville dedemain doit intégrer la notion de mobilité mais aussicelle de développement durable.

Inventing the city of the future

The semi-public companies Sodédat93 and Sidec,established by the Seine-Saint-Denis departmentalauthorities, became key stakeholders in the developmentof the Île-de-France area and in the implementation ofurban planning and development policies. In order toincrease their efficiency, they are being merged into asingle entity by the name of Séquano Aménagement.

We are active in all fields of public and privatedevelopment, including research, construction, and urbanrenewal and development. The new semi-public companywill allow us to monitor projects throughout their lifecycle,from preliminary research right through to implementation.Just a few of the major projects currently underway includethe docks at Saint-Ouen – an area of 100 hectares alongthe banks of the Seine – and the éco-cité along the Canalde l’Ourcq in Bobigny (20.7 hectares); more generally, weare working on the redevelopment of the RN3 / Canal del’Ourcq area, to accommodate environmentally friendlybusinesses, and the Tête de Pont district in Bezons withthe extension of the T2 tramway. These projects have onefeature in common in that they are all located alongwaterways, encouraging us to think specifically about thedevelopment of « riverside cities ».

Our projects combine business, housing and publicfacilities and involve public cooperation, which are allnecessary components for a sustainable city. This meansthat we are able to design projects that have the powerto involve elected representatives, thereby creating anew image for Seine-Saint-Denis. We hope to invent« the city of the future ». There is always a good deal ofurgency around meeting the social demand for housingwhile applying fresh thinking on the quality of city life.These are enormous challenges, as the city of the futuremust incorporate both the notion of mobility as well asthat of sustainable development.

Depuis plusieurs années, la Seine-Saint-Denis progressesur le marché de l’immobilier. En 2008, les commercialisa-tions de bureaux ont atteints 280 000 m2, soit + 9,5% parrapport à 2007 et 310 000 m2 pour les locaux d’activités etentrepôts soit +23% par rapport à 2007.
