But the Union Human Resource Development ministry has no plans of giving up. Keen to forge collaborations between Indian and foreign varsities with or without legislation, the ministry has asked the University Grants Commission (UGC) to formulate regulations for the same. Sources said that a UGC committee is being set up to devise these regulations on the lines of the twinning formula of the All India Council for Technical Education (AICTE). The AICTE has drawn up rules for collaboration and partnerships between Indian and foreign institutes in the field of technical education and students enrolled for these courses can complete semesters in partner institutes. With this ‗twinning‘ arrangement working fine, the ministry is of the opinion that a similar format be followed for varsities as well. ―Most of the provisions of the Bill can be effected through UGC regulations. Only a foreign university cannot come to India and set up a standalone full-fledged campus on its own. It can, however, do so in collaboration with an Indian institute. Students enrolled will be able to complete one semester in the Indian institute and complete the rest in the foreign institute fulfilling the purpose of the Bill. This arrangement will effectively at least allow a foothold to foreign educational institutes in India,‖ an official said. The issues that UGC will have to find a way around are those of degree awarding and fee regulations. It is expected that in three-four months the regulations can be readied and approved by the UGC, paving the way for entry of foreign partners in India‘s university system. 60 scholarships coming from the UK HT Education 20 mars 2012 Britain is going to offer 60 new scholarships in India this year, UK Prime Minister David Cameron announced last week. The students will receive full funding for a one-year master‘s course in business, administration, manufacturing, science or technology in the UK, beginning September. The awards will be open to ‗exceptional talent‘ from all across India. The ―scheme aims to include students from every Indian state among the awardees‖. Authorities expect more than a thousand applications, with several rounds of selection. The British Council- and UK Government-funded awards have been launched as part of the Queen‘s Diamond Jubilee. Rob Lynes, director, British Council India, said, ―We‘re delighted that we‘re able to offer this opportunity for 60 Indian scholars to study in the UK. A scholarship is a fitting way to mark the occasion of the Diamond Jubilee, as it is the creation of new opportunity — not just for the student, but for the host institution to benefit from Indian perspectives and ideas, for new friendships to be made and new links to be created and fostered between our two countries. UGC sets target for higher education enrolment The Hindu 12 mars 2012 The University Grants Commission (UGC) has chalked out several plans to increase gross enrolment ratio (GER) of students in higher education from the present 20 per cent to 30 per cent during the 12th Five-Year Plan (2012-17). The Commission has prepared a document on inclusive and quality expansion of higher education. The country's GER, indicator of access to higher education is about 20 per cent of the relevant age (17-23 years) group — low compared to that in advanced countries, UGC Chairman (Acting) Ved Prakash told The Hindu on the sidelines of a programme at the National Assessment and Accreditation Council (NAAC) here on Sunday. ―The GER in India will be increased to 30 per cent. I am very optimistic,‖ he said. It would require an increase in the student enrolment from the present level of 14 million to 22 million in colleges and the universities. More colleges would be opened in low 374 GER districts, he said. With higher education passing through a phase of unprecedented expansion marked by substantial increase in the number of institutions and enrolment of students, the UGC has sought Rs.1, 84,470 crore for its various programmes during the 12th Plan against Rs.85, 0000 crore in the 11th Five-Year Plan. Prof. Prakash said the Commission had planned strategies for the 12th Plan with various schemes under the three major heads of access, equity and quality with interlaced components of relevance, value-education and creativity. ―The overall budget requirement projected to achieve the proposed initiatives is Rs.1,84,700 crore.‖ There are 611 universities and university-level institutions and 31,324 colleges in the country, as of 2011. Why do you want to study abroad? HT Education 14 mars 2012

Where are Indian students likely to apply in the 2012 admissions cycle for starting their programmes in 2013? To answer this question, we need to understand students‘ primary motivation for going abroad and segments of students. The study abroad decision-making process is a complex interplay of many variables, including future job prospects, cost of education, scholarships, availability of quality local programmes, social recognition and opportunities of immigration that differ based on students‘ academic and financial ability. The study abroad application process is time-intensive as international students typically apply nine to 12 months in advance. Thus, the applicant trends for the incoming class of 2013 will be influenced by student perceptions and expectations of their external environment in 2012. Since studying abroad is expensive, prospective international students‘ sensitivity to external factors, such as immigration policies and economic outlook, is quite high. For example, the declining availability of financial aid due to budget cuts in universities, low job prospects, and devaluation of the Indian currency may make it difficult for Indian students to go abroad. Prospective students intuitively perform a cost-benefit analysis of their study abroad investments, weighing the expected total outflow against projected returns in terms of achieving their objectives. Indian students going abroad can be classified into two segments – one moves for advancement and the other for immigration. The groups differ because of their motivation, targeted destination, and intended level of study. The table below is not all-encompassing, there are students who overlap both segments – but it provides a framework for deepening our understanding of the student segments. The advancement segment comprises of students who want to go overseas in search of career advancement opportunities and are more likely to enroll in graduate level programmes. They perceive the US and UK to be countries offering higher quality programmes. Global rankings that repeatedly show the dominance of

American and British universities reinforce perceptions of institutional quality in these two countries. Students of the immigration segment primarily go abroad to use education as a pathway to immigration. They typically do not want to invest much time and money in education and hence enroll in programmes that offer higher potential for immigration in the destination country. Given that Australia and Canada‘s immigration policies welcome this pathway partly due to their skills shortage, many Indian students head to these countries for eventual immigration. The US is a top destination for Indians. Of the 185,000 Indian students enrolled in higher education institutions abroad, the US leads with a share of hosting nearly 55% of all Indian students followed by the UK and Australia, according to UNESCO data. However, the US witnessed stagnancy in Indian enrollment numbers during the last couple of years. The residual impact of the recession made Indian students reassess their options. Availability of loans was becoming tougher and post-graduation employment prospects were becoming bleaker. With the economic uncertainty, some value-for-money conscious Indian students have been putting off their plans to study in the US. However, there are signs that the trend is set to reverse, and the US will soon begin to attract more Indian students. First, the US economy is reviving, and job pro-spects are improving. This is important for advancement students who prefer to remain in the US or work for a few years before returning to India. Second, US institutions are becoming increasingly aggressive in their outreach to Indian students. Third, the emergence of an undergraduate student pipeline in India is adding more students in the enrollment mix of those seeking to go to the US. Finally, the UK, which is the strongest competitor for the US in attracting advancement students, is restricting post-education work opportunities by tightening immigration laws. In contrast, the US has adopted visa rules favouring international students. In particular, extending the ‗optional practical training for science and engineering' students to 29 months is a big attraction for Indian students as nearly 60% of Indian students enroll in master‘s programmes in engineering and computer science. In fact, the number of Indian students taking up optional practical training increased by nearly 5,000 students in 2010/11 from the previous year. The immigration segment heading towards Australia and Canada is also expected to increase. In Australia, the number of onshore visas issued in the fourth quarter of 2011 was 3,339 for the higher education category, whereas 15,031 visas were issued for the vocational education and training category. Healthcare industry, Govt to jointly train 4.8 mn healthcare-allied workers by 2022 The Economic Times 28 février 2012 The healthcare industry in partnership with the government plans to train as many as 4.8 million skilled healthcare-allied workers over the next 10 years to fill the industry's massive manpower shortage. The initiative will be executed through Healthcare Sector Skill Council (HSSC), an industry body that will be run by a 15-member governing group comprising representatives of healthcare industry, members of Medical Council of India, Nursing Council, Quality council of India and Health ministry, among others. Corporate hospitals, small private clinics and existing medical colleges can provide training once they are registered with the council, which will also certify the courses. The council is in the process of finalizing the curriculum and appointing a full time CEO. These trained people will be eligible to work at both government and private hospitals. Apollo Hospitals chairman Prathap C Reddy, who is also the chairman of industry body CII's Public Healthcare Council told ET that trainees have to take the exam at the end of the course. To begin with, the council has proposed eight courses, which have been identified after a detailed review and feedback from the industry requirements and the skills needed to be employable. These are nursing assistants, auxiliary nursing midwives, emergency technicians, ECG technicians, radiology technicians, laboratory technicians, dialysis technicians and special assistants for elderly patients. At present, the $65 billion domestic healthcare industry is growing at around 20% a year and according to ratings agency Fitch, the Indian healthcare sector will swell to $100 billion by 2015. But the industry faces acute

shortage of skilled manpower, which the industry believes will be a constraint to growth. According to Reddy, the country needs to quadruple the number of such allied medical services workers to 10 million from 2.5 million currently to meet the industry's requirement. Shubnum Singh, chief medical affairs at Max Healthcare and a member at CII's committee on healthcare said the objective is to standardise skill levels so that they can be employed in any hospitals across the country. The programme is part of the National Skill Development Corporation (NSDC), a public-private partnership body that plans to train as many as 500 million skilled workers across 30 sectors by 2020. NSDC will also aid the initiative. At present, such technicians are trained by standalone training centers that have their own standards and curriculum, many are not recognized by the authorities and therefore not eligible to work for government healthcare centres."In most cases, the skill levels are also not adequate," an industry executive said. Shiv Nadar University in tie-up with Babson College Economic Times 21 mars 2012

Noida-based Shiv Nadar University on Tuesday announced its collaboration with Babson College to offer three programs focused on entrepreneurship and establish a Center of Entrepreneurship. The three programs (under the School of Business) include a four-year undergraduate program in business administration (BBA), a two-year MBA program and a one-year MS program. All the programs will focus on entrepreneurship and will commence next year onwards. Students pursuing BBA and MBA programs will get an option to study one of the semesters at Babson College, while those pursuing MS will spend the summer semester at Babson College. The course fee ranges from Rs.11.5 lakh to Rs.15.75 lakh, depending on the program. Babson College will help the School of Business at the University with curriculum design, selection and admissions, faculty training and student exchanges.

According to Nikhil Sinha, founding vice chancellor, Shiv Nadar University, India will have about 100 million young people looking for jobs in the next 10 years, but it may not be possible for the existing corporates to grow and create jobs in such large numbers. "Our country needs new entrepreneurs to create the adequate number of jobs in the future," he said. "While individuals and business families in India have displayed sharp business acumen and have established global recognition, there is a need for structured and formal intervention through education to nurture and promote leadership in entrepreneurship," he added. The University will also work towards providing financial support to entrepreneurs to launch their start-ups. However, the university is yet to decide on the student intake. "We are looking to attract working executives who want to become entrepreneurs, as well as those who will handle their family businesses in the coming years," Sinha said. Len Schlesinger, president, Babson College, said they will help develop the Centre of Entrepreneurship, which will serve as a center for excellence for entrepreneurship in India, focusing on research, incubation programs, outreach programs and case studies. "We believe that entrepreneurship can be taught and how it is taught can make all the difference in the way businesses can be a success," he added. Fake degrees Tribune India 20 mars 2012 The special investigation team (SIT) of the UT police today arrested nine members of a gang operating from tricity who were providing fake degrees of universities, fake birth and death certificates, marriage certificates, income tax documents, bank documents as well as ration cards to a large number of clients against a heavy price. The certificates were being used for obtaining visas, jobs as well as other purposes. The total number of certificates recovered from the gang is over 1,000. In addition, stamps pertaining to the Food and Supplies Department, UT, and marriage certificates were also recovered. Prominent among the universities and educational institutions whose certificates were forged by the accused include Panjab University, Punjab Technical University,

Andhra Pradesh University, Punjab School Education Board, Haryana State Education Board, CBSE and the Delhi Board. In addition, the gang members are also adept in forging certificates of National Trade Certificates, fake passbooks of the State Bank of India, Fake ILETS certificates, voter cards, driving licences as well as income tax returns. A case under Sections 420, 467, 468, 471, 120-B of the IPC has been registered. The police has not ruled out the involvement of employees of the universities in the scam and their role was being investigated. The police said it had deployed a decoy customer to unearth the gang and the exact number and profile of their clients who purchased the fake degrees from them was being investigated. Those arrested included Manjit Singh, Amandeep Gora, Sushil Kumar, Surinder Saini, Sandeep Kumar Kokhar, Puran Chand, Varinder Kumar, Raman Sharma and Sushant Saini. Out of the arrested, Raman and Varinder, Mohali residents are the prime accused. They used to give advertisements through a website and then meet their clients at different places. DSP Anil Joshi said the forged certificates were being provided at a cost ranging from Rs.60,000 to Rs.80,000 while the accused used to charge Rs.30,000 for other documents. The police said the clients were mostly from Punjab, Haryana and Himachal Pradesh. In addition, involvement of four companies in the scam had also come to light. These four include I.S. InfoTech, Sector 35, Chandigarh, Way to fly Company, Sector 34-A, Global Communication, Sector 70, Mataur, Sohana in Mohali and Bhogal Communication, also in village Sohana. The accused used to prepare documents while sitting in these cyber centres. In addition, the SIT has also recovered two laptops, two scanners-cum-printer, one coloured printer, sheets (used for certificates and documents), one cutter (used to cut the papers according to the size of required certificates/degrees) which was used to prepare the fake certificates. Bogus stamps belonging to superintendent, District and Sessions Judge, Ludhiana, examiner, Copying Branch, District and Sessions Judge, Ludhiana, Registrar Birth and Death, Registration Unit, Municipal Committee, Hisar, Union Bank of India, Phase-1 Mohali, Krishana Auto Sales, Khajuria, Phagwara, Registrar Death and Birth, Kharar, Executive Magistrate, Karnal, Principal, Guru Nanak Dev Polytechnic, Bidar, Inspector Food and Supply, Assandh, Karnal, State Bank of Patiala,
