    SurveillanceTechnical guideline revision

    1. Context and justification

    Action Against Hunger (ACF) has a recognized expertise in the implementation of food security and nutritionsurveillance systems, with good results in a variety of contexts. During the last few years, we have seen theimportance of being able to monitor and analyze the food security situation at both micro and macro level, tobe able to alert and respond effectively to food or nutritional crises.

    Many initiatives at different levels push us now to revise and update our surveillance guidelines, drawinglessons-learnt from successful and less successful past experiences on the ground as well as integratemethodologies evolving each day from our teams and partners in the field.

    2. Objective

    The consultant will review and update the ACF surveillance guideline, incorporating the latest developmentand most appropriate methodologies for implementation in ACF missions based on practical fieldexperiences and in line with the ACF mandate and 2010-2015 International Strategic Plan.

    Specific objectives:

    Capitalize information gathered from existing ACF surveillance/EW systems in selected missionsfrom Sahel, East Africa, Asia and Central America ;

    Overview of existing surveillance/EWS tools implemented in different contexts/livelihood zones ;

    Provide ACF FSL head of projects/coordinators with clear methodologies and an adaptative tool-box for implementation of surveillance/EW systems ;

    Provide recommendations to improve the methodologies of existing ACF surveillance/EWS.

    3. Specific tasks

    The consultant will take the following steps:

    Review existing work and successful tools /methodologies used on the ground

    Review existing ACF information and material on surveillance, methodologies, capitalization reportsexperiences and lessons learned, formats database and indicators ;

    Discuss with other HQ FSL advisors on inputs and experiences (include ER pool) ;

    Review other organizations approaches, tools and ACF involvement:

    o FAO and the Integrated Food Security Phase Classification (IPC)

    o CILSS Cadre Harmonis Bonifi (CHB)

    o FEWSnet

    o from other similar humanitarian NGOs if seen relevant

    Development of a practical guideline and methods to monitor and analyze the food security situation

    Develop a step by step guideline to surveillance/EWS (indicative structure)

    Propose a set of key indicators to be followed:

    o Coherent with the indicators promoted at ACF level in the Assessment guidelines

    o Integrating appropriate nutritional information (link with Nutrition department)

    o Allowing us to determine vulnerability indicators/thresholds

    Participate in the organization of the ACF 2010 workshop on Surveillance (organized by ACF France)

    Coordinate with ACF advisers for the organization of the workshop and the planning ;

    Animate the technical workshop via working sessions, individual and common presentations ;

    Validate and finalize the guideline following the workshop.

    4. Methodology

    TBD but ideally the consultant will start working from ACH office in Madrid; then work will be home-based.He/she will work under the direct supervision of the FSL senior advisor in ACF Madrid and will be working incollaboration with a steering committee comprised of FSL advisers from ACF network and surveillanceexperts from selected ACF missions. The methodology will focus on:

    ACF and secondary literature research, review and analysis ;

    Interviews with HQ FSL staff in the 3 headquarters (Madrid, Paris, NYC) and FSL coordinators onselected missions ;

    Development and creation of guideline and tools after comments/validation of ACF FSL advisors ; Co-facilitator of a ACF FSL workshop.

    5. Action plan

    Starting date : 15 June 2010

    End date: 15 October 2010

    First phase : Guidelines drafting

    Draft guidelines available for comments: 31 July 2010

    Second phase : Workshop and guidelines finalization

    ACF FSL annual workshop: 27 September-1st October 2010

    Definitive guidelines: 15 October 2010

    Between phase I and II, draft guidelines will be circulated among missions for comments, questions andpre-validation and for preparation of the workshop final validation.

    6. Expected results

    A practical ACF FSL surveillance guideline in English detailing precisely each points andestablishing methodologies to be use by technical team on the ground as a reference (includingannexes providing examples of tools, formats, bulletins, MoU, etc) ;

    Technical workshop animation to obtain feedback on technical teams and finalize the guideline.

    7. Consultant profile

    Master degree in international development, geography, agronomy or any relevant field of expertise.At least 4 years experience with FSL projects & surveys compulsory.Field experience with ACF strongly recommended.Excellent knowledge of design and implementation of surveillance/EWS systems.Excellent capacity of synthesis, analysis and communication to formulate guidelinesAbility to manage the available time and resources and to work to tight deadlinesWorking knowledge of English compulsory; and at least French or Spanish, preferably both.

    Insurance costs will not be covered and the evaluator shall manage their own insurance and provide detailsof this cover to ACF.

    Any materials to carry out the elaboration of the guideline (e.g. laptop), must be provided by the consultant
