Renewed Emphasis on

AIDS Prevention

The Canadian Public Health Association (CPHA) wel- comes Health Minister Allan Rock's announcement of December 1, 1997 that the Government of Canada will commit $42.2 million per year over the next five years to address the HIV/AIDS situation in Canada.

"The continuation of the National AIDS Strategy is criti- cal to the essential work done by thousands of public health workers, educators and community workers," said Dr. Bill Rowe, Chair of the CPHA Advisory Committee on HIV/AIDS.

In particular, the Association is pleased that the extensive, comprehensive national consultation will serve as a basis for federal government policy on HIV/AIDS for the next five years. The commitment to an integrated pan-Canadian approach that features flexibility to address changing and emerging needs will lead to better results during the next phase of the Strategy.

"The focus of CPHA's AIDS Program is prevention and the Association supports the government's priority to pre- vent the spread of HIV," said Dr. Rowe. "The recently released report of the Canadian Policy Research Network, 'Economic Burden of HIV/AIDS in Canada' emphasizes the necessity to invest in prevention both from an economic as well as a human point of view."

The Association supports Mr. Rock's establishment of a Minister's Council on AIDS that will be representative, open and accountable for the monitoring and evaluation of the Strategy. The Council will provide expert technical advice and community feedback to the Minister. Mr. Rock's commitment to provide an annual report on World AIDS Day, December 1, will enable Canadians to assess the success of the Strategy.

L'Association canadienne de santé publique (ACSP) accueille avec satisfaction l'annonce faite par le ministre de la Santé, Allan Rock, le 1er décembre 1997, que le gouvernement du Canada engagera une somme de 42,2 millions de dollars chaque année, pendant les cinq prochaines années, pour faire face à la situation du VIH/sida au Canada.

«La poursuite de la Stratégie nationale sur le sida est d'une impor- tance critique pour le travail essentiel que font des milliers de tra- vailleurs de la santé publique, d'éducateurs et d'agents communau- taires,» a déclaré le Dr Bill Rowe, président du comité consultatif sur le VIH/sida de l'ACSP.

L'Association canadienne de santé publique se réjouit tout parti- culièrement de savoir que l'importante et vaste consultation nationale qui a été menée, servira de fondements à la politique du gouverne- ment fédéral en matière de lutte contre le VIH/sida au cours des cinq prochaines années. La décision de suivre une approche intégrée pan- canadienne, offrant la souplesse nécessaire pour répondre aux besoins changeants et nouveaux, permettra d'obtenir de meilleurs résultats au cours de la prochaine phase de la Stratégie.

«La prévention est le pivot du Programme sur le sida de l'ACSP; en conséquence, l'Association appuie la priorité donnée par le gouverne- ment à la prévention de la propagation du VIH,» a ajouté le Dr Rowe. «Le rapport récemment publié par les Réseaux canadiens de recherche en politiques publiques sous le titre «Le fardeau économique du VIH/sida au Canada,» fait ressortir la nécessité d'investir dans la prévention tant du point de vue économique qu'humain.»

L'Association appuie également la création par monsieur Rock d'un Conseil du Ministre sur le sida qui sera représentatif et ouvert, et qui devra rendre compte du suivi et de l'évaluation de la Stratégie. Le Conseil sera chargé d'apporter son expertise technique au Ministre et de lui transmettre le point de vue de la communauté. La décision prise par monsieur Rock de faire publier un rapport tous les ans, à l'occasion de la Journée mondiale du sida, le 1er décembre, permettra aux Canadiens et aux Canadiennes d'évaluer le succès de la Stratégie.
