Bonjour,

De nombreux candidats se demandent en effet ce qu'il faut attendre de l'épreuve orale d'anglais au concours d'attaché territorial. Il est important de lire attentivement la "note de cadrage pour l'épreuve de langue" qui est très claire : lecture d'un article de presse / traduction / compte-rendu / discussion avec le jury. Un entraînement de longue haleine sur plusieurs mois est nécessaire et toujours plus "rentable" qu'un bachotage intensif de dernière minute. Lorsque

l'épreuve est facultative, je conseille aux candidats de la présenter car elle peut rapporter quelques points bonus... Le niveau de langue attendu correspond à celui d'un élève de Terminale (donc on ne parle pas de candidats bilingues !). C'est une épreuve qu'il faut "dédramatiser" car elle est à la portée de celles et ceux qui l'auront préparée... What is CITES?CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora) is an international agreement between governments. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival.

Widespread information nowadays about the endangered status of many prominent species, such as the tiger and elephants, might make the need for such a convention seem obvious. But at the time when the ideas for CITES were first formed, in the 1960s, international discussion of the regulation of wildlife trade for conservation purposes was something relatively new.

With hindsight, the need for CITES is clear. Annually, international wildlife trade is estimated to be worth billions of dollars and to include hundreds of millions of plant and animal specimens. The trade is diverse, ranging from live animals and plants to a vast array of wildlife products derived from them, including food products, exotic leather goods, wooden musical instruments, timber, tourist curios and medicines. Levels of exploitation of some animal and plant species are high and the trade in them, together with other factors, such as habitat loss, is capable of heavily depleting their populations and even bringing some species close to extinction. Many wildlife species in trade are not endangered, but the existence of an agreement to ensure the sustainability of the trade is important in order to safeguard thèse resources for the future.

Because the trade in wild animals and plants crosses borders between countries, the effort to regulate it requires international cooperation to safeguard certain species from overexploitation.

CITES was conceived in the spirit of such cooperation. Today, it accordsvarying degrees of protection to more than 35,000 species of animals and plants, whether they are traded as live specimens, fur coats or dried herbs.CITES was drafted as a result of a resolution adopted in 1963 at a meeting of members of IUCN (The World Conservation Union). The text of the convention was finally agreed at a meeting of representatives of 80 countries in Washington, D.C., the United States of America, on 3 March 1973, and on 1 July 1975 CITES entered in force. The original of the Convention was deposited with the Depositary Government in the Chinese, English, French, Russian and Spanish languages, each version being equally authentic.

CITES is an international agreement to which States (countries) adhere voluntarily. States that have agreed to be bound by the Convention are known as Parties.For many years CITES has been among the conservation agreements with the largest membership, with now 179 Parties.An extract from CITES.org

It’s long been known that America’s school kids haven’t measured well compared with international peers. Now, there’s a new twist: Adults don’t either. In math, reading and problem-solving using technology American adults scored below the international average on a global test, according to results released Tuesday.

Adults in Japan, Canada, Australia, Finland and multiple other countries scored significantly higher than the United States in all three areas on the test. Beyond basic reading and math, respondents were tested on activities such as calculating mileage reimbursement due to a salesman, sorting email and comparing food

expiration dates on grocery store tags.

Not only did Americans score poorly compared to many international competitors, the findings reinforced just how large the gap is between the nation’s high- and low-skilled workers and how hard it is to move ahead when your parents haven’t. In both reading and math, for example, those with college-educated parents did better than those whose parents did not complete high school.[ Researchers tested about 166,000 people ages 16 to 65 in more than 20 countries

The findings were equally grim for many European countries — Italy and Spain, among the hardest hit by the recession and debt crisis, ranked at the bottom across generations. Unemployment is well over 25 percent in Spain and over 12 percent in Italy. Spain has drastically cut education spending, drawing student street protests.

But in the northern European countries that have fared better, the picture was brighter — and the study credits continuing education. In Finland, Denmark, and the Netherlands, more than 60 percent of adults took part in either job training or continuing education. In Italy, by contrast, the rate was half that.

Economists say a highly-skilled workforce is key to economic recovery. The median hourly wage of workers scoring on the highest level in literacy on the test is more than 60 percent higher than for workers scoring at the lowest level, and those with low literacy skills were more than twice as likely to be unemployed. [...]Among the other findings: Americans scored toward the bottom in the category of problem solving in a technology rich environment.In England, Germany, Italy, Poland, and the United States, social background has a big impact on literacy skills, meaning the children of parents with low levels of education have lower Reading skills.

America’s school kids have historically scored low on international assessment tests compared to other countries, which is often blamed on the diversity of the population and the high number of immigrants.
